  Senate Bill 1703
A Project to Increase Capacity to Serve Children with Disabilities


SB1703 was included in the statutes of 2000 and enabled the California Department of Education/Child Development Division to award $12.6 million for the purposes of increasing capacity to serve children with disabilities. Funds were allocated to Resource & Referral agencies and/or Local Child Care and Development Planning Councils. The purpose of the project was to expand capacity in non-state funded child development programs to enhance the inclusion of children with disabilities.

Tulare County received $160,313 for a project duration beginning July 1, 2002 to June 30, 2005. Tulare County Office of Education was the fiscal agent for this project and conducted the following activities:
  • One on one assistance to providers
  • Developed and distributed a Building Blocks newsletter with articles related to special needs
  • Developed and distributed a training video
  • Held a training on the Americans with Disabilities Act
  • Provided workshops with incentives
  • Distributed disability specific kits to child care providers
  • Held provider support meetings for those caring for children with special needs
  • Developed and distributed a resource brochure
  • Participated in the Transfer of Knowledge Symposium
