  Strategic Plan Goals - 2002


Tulare County Child Care Planning Council's Vision is:
Quality child care services are valued by and available to everyone in Tulare County.


Our mission is to advocate, promote and facilitate affordable quality child care services for all children in Tulare County.


Goal 1:

Increase awareness of and facilitate access to child care services in Tulare County.

Objectives:
  1. Develop a countywide CEL by 6/30/03
  2. TCCCPC website is being utilized by parents and providers to access relevant information by 6/30/03
  3. LPC will be more informed about organizations, councils, and committees that focus on children through the establishment of effective linkages.
  4. Increase awareness of council meetings and activities to increase public participation.

Goal 2:

Close the gap between unmet needs and the available financial resources.

Objectives:
  1. Assessment study of unmet child care services and available money
    1. Analyze current studies and pinpoint unmet needs/gaps (assessment/impact report)
  2. Develop an action plan to bridge the gap
    1. Nontraditional hours
    2. Transportation
    3. Collaboration
    4. Assign responsibility and track follow up
  3. Take action to bridge the gap by a reasonable percentage (3 year goal)

Goal 3:

Ensure that quality child care is valued and available in Tulare County.

Objectives:
  1. Quality summit
    1. Present SN study
  2. Develop a Tulare County vision of quality
    1. Guidelines (including embracement of quality in any LPC sponsored activity)
    2. Plan
  3. Vision and why dissemination by target group
    1. Consumers
    2. Providers
    3. Decision makers
    4. Business community
    5. Children

Goal 4:

To increase and improve the understanding, knowledge and expertise of child care council members about the specifics of how child care works in Tulare County.

Objectives:
  1. Continue training using annual survey
    1. Look at outside organizations or agencies we may need to collaborate with as potential resources
  2. Refine orientation by:
    1. Training the training committee
    2. Developing a mentoring system for new council members
  3. Identify Council experts
  4. Support specific outside training of council members, which benefits the council, and ultimately the public/children of Tulare County, i.e. Public Policy Internship
